Looking for a solution to slow scrolling on scanned-in pdf files.

So, I'm looking for a way to speed up scrolling in scanned pdf files from journals. They aren't very large, maybe 3-4 MB in size, but scrolling through them is very slow compared to newer files. I use either preview or skim on Lion and get the same results on both, but I'm thinking it's probably not the application. I figure I would need to change something about the file (recompress?) but not sure if I want to do it to every file that brings about a scrolling issue.

Here's one file that I'm having trouble with in particular. I've always had this issue but finally got fed up and want to do something about it. If you don't have trouble scrolling through it, then I should probably rethink what my problem might actually be.
