My Philosophy to nerfing specific champions

I haven't given this idea much thought but I figured it could be an interesting talking point.

What about nerfing over powered champions indirectly by changing other champions, or creating new champions that counter them. Of course this could create other problems, but it could be internesting to have a rock, paper, scissors situation with counters.

What do you think?
