How to convince client NOT to have front end uploading video capabilities for users. How to put a case forward?

The above is what my client wants. However after doing a lot of research it really doesn't look so feasible. What he could have is someone that uploads the videos to youtube and then using that link to play the video on his website (he essentially wants a news dominated website which). The original idea was to allow users to upload their videos of protests or whatever. Stuff that does go on youtube but gets lost in the vortex.

I just don't see how it's possible without heavy customisation (the client is paying minimal).

Any thoughts? I'm sure I can convince him to change the way the website should behave but I need to sound convincing...
