Technical problems. I have to restart every time I want to play. (Civ V)

So my laptop runs DX10/11 at an extremely sluggish pace, so I have to choose the run the game in DX9. However, I need to completely restart my computer to run it in DX9, yet it runs in DX11 fine every time. (With the exception of the godawful framerate)

Basically, after the Steam Workshop intro screen appears, the game gives a black screen and that classic "Civilization V has stopped working" box. I've tried updating drivers, reinstalling, messing with the launch options, messing with options in the .ini file, and I can not for the life of my figure out what's wrong.

If this is in the wrong place, I apologize hugely right now. However, if anyone can give me any help, I would be extremely grateful.
