men out there... why does it seem it is that hard for you to say I love you?

Maybe I am wrong and it is really to much to ask for but in a nine month relationship I would have thought one can finally talk about his feelings. I am afraid I will waste my time and it is only me making an efford. Or are there men that cant say anything and show there feelings different? And just for all of you out there... woman NEED to hear that sometimes or they will give up on you guys!!
