Dawn phenomenon or Levemir just simply not doing it's job? (T1)

So lately I have taken up a very strict control over my diabetes, I write down every single thing I eat, count every gram of everything and it works fantastically. I am on a low carb diet (ketogenic) and I barely need to bolus before meals, more freedom basically. When I first started Levemir I remember my endo said 14U in the morning and 14U at night (this is when I didn't control it so strictly) I had to double it up and still did nothing...so I figured it was all the crap I ate to blame and bolused. Now that I am controlling everything it seems to be Levemir simply doesn't do anything at all, only does Novorapid seem to bring it down within target range. I even tried to cause myself a hypo by giving myself tripple levemir and it was STILL high! (I also used novorapid to correct) I have gone through baches of the insulin because I thought it went bad, not the case. Either that or at the moment I am suffering dawn phenomenon...I go to bed with my bloog sugar at 104, wake up at 5 am and it's 145, I bolus to correct it, 8 am it's 273! What! I go many nights without eating in case it rises even more, but every morning it is between 260-275, like bloody clockwork...even if I correct at 3-5 am and it's never above 150! If I leave it it's equally just as high! Insulin resistance? I was thinking of switching to Lantus and see how that works...I have to wait 3 months until I see my endo (public healthcare yay) so I have to deal with it myself until then. No options of getting a pump either, public healthcare doesn't cover it. So frustrated and confused! I'm a type 1.
