I think I may have found something of value. Could I bother someone for some help?

I found this while farming. This is the first item I have come across that may be of some worth so im hoping I can sell it for some gold to actually get decent gear for my wiz.

For Wiz should I be looking for gear only based in INT, VIT, and RES all?

Also,

If you could help me price this item I would appreciate it. I sure there are a lot of these on this subreddit and im sure they are annoying. Is there a good guide to follow for pricing items?

Thanks in advance for any and all help. :)
