Is anyone else experiencing problems trying to Pre-Purchase GW2 from the official website?

Whether I use my Debit card, or my PayPal, I receive an error. They both say something along the lines of, "Your card information is incorrect (Debit Card)" or "Unable to finalise your purchase (PayPal)".

I am an Australian, and I just want to Pre-Purchase the game so I can have enough time to download it with my terrible internet.
