Which clubs do you find produce the best regens?

For me it's always Ajax and Lyon. I'm in 2018 on this save and Ajax pretty much have a brand new team full of regens. They always sell them on for massive prices, most recent being a 19 year old left back for 20 million. Lyon also seem to produce a lot of good regens that I try to stap up for cheap when they first join but a lot of the time they want 7 million+ for them.
