Canadian Tire Refund

So I purchased a lock for my school locker today, and off the bat it seemed high end. It's a Master Lock TSA Accepted 4 digit with a set your own combo. I opened it, and it said to set the combo, I should turn it to 0000 and it should click. And it didn't.

I've tried quite a few combos, none working. I didn't even get to the point where I'm supposed to set my own combo. The packaging was a lock shaped plastic encasing (not tight but the kind that's hard to open) surrounded fully by cardboard.

So to get it open I had made an incision around one half of the plastic and yanked the lock out. The bottom is missing a shard and is kinda cracked but otherwise all the issue is with the incision. If I wanted to return this lock, would they accept a return of an item with damaged packaging? Would the fact that it is defective play a role in the return policy?

TIA
