"The king has got a crown again!"

Hello all! I've been rereading the books/rewatching the movies and this scene leapt out in this reread; do you guys have any more information on the king who the statue is after or the land it's on? Since it's on the road to Minas Ithil, I'm guessing either Isildur or Ondoher, but I'm either blind or I can't find the specific location where they're at and what the area's history is.

Thank you all in advance!
