Scaling or Roaming?

When I see other people play Kassadin a lot of times they completely neglect farm and just run around the rift trying to assasinate people.

When I play Kassadin I play to maintain a consistent gold/xp curve by sidelaning.

Is it a bait to try to go for level 16?

Do you guys like to perma fight after 11?

What strategies do you recommend?
