Need help on deciding re:storage

I am planning to upgrade my storage. My budget is enough for either of the two:

128gb NVME SSD for boot + 1tb SSD for storage

or

128gb NVME SSD for boot + 3tb (could be 4tb) HDD for storage

Which of the two is the better option? My storage usually consists of games and work-related files.
