I know nothing about Ukrainian Gas customs, but I just did a Google street view of a gas station in Kyiv, and they seem to have attendants who fuel your car for you.
my wife is from Brazil, and they customarily have attendants at the pump too. She gets confused when pumping gas in the US at self service stations.
Fun comedy sake, let's say your roles were reversed, and you were visiting Ukraine on Holiday, and tried to get gasoline.... It's definitely awkward to park, get out of your car, walk to the gas pump grab the nozzel, and have it grabbed from your hand, while the guy in overalls is speaking really quickly to you in a language you don't understand.... In reality he's just politely trying to explain "you can relax in your car, while I fuel you up. Regular, diesel, or ethonol. Full tank? "

Replace "visiting Ukraine on holiday" with "passing through New Jersey on the way to somewhere better" and you've got a situation millions of Americans are familiar with.
I live in Connecticut and can confirm it's hysterical watching people from Jersey trying to operate a pump because by law they aren't allowed to
People from Oregon: *pretend the know how to operate pump "it feels good to not be the target of the joke anymore"
People from Florida: *knows how to operate the pump, but probably should have attendants "there's a 'Gator blocking the pump, so I'll just fill my piggly-wiggly bag from the next station over"
oh, to pay high taxes on gas in New York just to avoid needing to interact with New Jersey. 10/10 would recommend.

Well, main differens here - first pay then fuel, abroud I opposite first fuel than pay... Other staff is the same.
How do you say “do not top it off, it will break the evaporative emissions control system” in Ukrainian?
maybe they just couldn't understand which pump had which fuel?
There’s always attendants but sometimes they are busy or not there. Just yesterday had to help a lady get the pistol inside her car.
just yesterday had to help a lady get the pistol inside her car
This is violently American; but I could see a scenario where this phrase would not be out of context in Texas. /s (pistol = handgun)
Pistol must be a different term for nozzle/handle? Frankly I think the Americans would adopt the term instantly, If it was presented to them
I translated. Come to think of it a lot of things can be called pistol in Ukrainian and russian language. As long as it has a trigger and shoots something.
Nozzle - pumping pistol. That thingie that shoots nails - Nail pistol etc
I’m guessing Americans have enough of weapons so it’s no biggie

I have been to petrol stations where you can self serve (in some rural towns in Cherkasy), but I don’t know whether that’s a blanket rule or just a few expections.
I can say for certain that if your car has an LPG tank, then you are not allowed to pump yourself, a gas station worker must do it for you.
Except in Slovenia, there they expected me to fill my lpg tank. Had no idea how to, it's forbidden here :D
In Poland it is the same, you pour in yourself. Lpg too - there are clear instructions, and you can call assist if needed. Assistants are present in some stations, mostly smaller local operators, but they are not too invasive.
For majority of the world, there are attendants to pump your gas, it’s only Western countries who let you pump your own gas

In my experience. I didn't see any self serve in Dnipro.
Well, you can serve yourself if you’re in hurry. Yukon network, for instance. Dnipro here, hell yeah
When I visited Lviv back in 2012, I do seem to remember refueling by myself before paying (whole being amazed that you can get fuel with 88 Oktane in Ukraine :D ).
In Ukraine we use the rule "pay first, pump later", opposite to most EU countries where you fuel the amount you need and then go to pay for it.
US, If you are disabled (in Florida at least), there is a phone number posted on the pump for you to call for assistance.
Someone, from somewhere will drive to the gas station to help you.
In Kyiv every one I’ve been to, an attendant did it for me. Outside of Kyiv it’s more common to do it yourself.
Found it very strange at the beginning for someone else to fuel my car for me.

for some strange habit, in Ukraine you are not supposed to put the gas hose to your car by yourself, you have to wait the employee to do that.
(and then you are supposed to give him a tips. Maybe that's the only reason).
Things I learned today: Ukraine and Oregon have the exact same gas pump policy.
Also New Jersey!
Same in Argentina (though the tips are generally reserved if the attendant cleans your car's windscreens or checks your oil)
I live in N. Ireland and you always fuel up your own car here. I was on Holiday in Greece few weeks ago and it was the first time I've ever had my car fueled up by the employee.

Didn't Oregon end that with a new law in 2021?
No
the same tradition here when the gas station employee fills your tank
No, we dont give any tips here, his work is to put the hose properly, especially if you need LPG
That is not a strict rule, just mind that in Ukraine you pay first than go to fill your tank (unless you are paying for the "full tank")
New Jersey approves. Слава Україні!
