Question for new citizens/international students

So right now international students need to pay for their studies here. You can apply for ‘right to remain’ status at about 9 years of legal residency, then full citizenship. Does anyone know if at the point ‘right to remain’ or citizenship is granted, can that person go back to studying and have their tuition covered as those of us born here would? Thanks.
