Bolt name

What is the name for the flanged hex bolt with a torx in the middle?

I want to replace the luggage rack bolts for stainless steel not the crap toffee metal Ktm uses.

I can find hex standard flanged bolts and torx bolts but as I don’t know what to call them (the ones that are both)I can’t Google them to order some.
