I downloaded through remote app from my phone, gamepass app in my phone has oblivion but when trying to play it in console it says i don't own it and to check the store and oblivion is missing from the store for me. Is this normal ? I thought gamepass has oblivion.

It's included with gamepass and should also be playable via xcloud.
Maybe you downloaded a wrong version. With the game not that big I would recommand uninstalling the game and checking in the gamepass section (look by letter -> O) or the store on the console if the game is listed as 'play with gamepass' and 'play via xcloud'. In case of gamepass ultimate you could start with trying to play via xcloud and after that try a download via the console.
Edit: There are at least 2 version of the game. Oblivion and Oblivion (Japan). The japan version is not available via gamepass.
The phone app lets you download a game even if you don't own it, so you likely installed the wrong version.
Go to the list of games included with GP and scroll till you find Oblivion, then download it from there

India
It’s available in Game pass of other regions. Even if you buy it digitally, it doesn’t let you launch with region set to India. However, you can change the region to UK or US and still play it.
