Go to the Microsoft store website on your phone or PC and try to buy the 360 version there

I downloaded it, it was available in gamepass app in my phone when I tried to open it in console it says you don't own it and go check store when i check store it says it's not available

The game might not be available on your region. Try changing it to another one, pretty sure it's available on Canada for example.

Yeah, just make sure to change back to the region that has Oblivion available before you open the game again.
