Suicide threats as a form of coercive control?

Has anyone experienced this from an abusive individual and had it confirmed to them somehow that the individual was never suicidal? I have known people that definitely were and did actually do it - and I knew before this happened they were genuinely suicidal. But others that put people through absolute hell and seem to use suicide threats as a shield to buffer them against any form of accountability.
