Apartment flooded due to blocked sewer line - no contents insurance. Any options?

NSW

My wife and I are currently away on our honeymoon (yay) only to receive an email from our building manager that our ground floor apartment was flooded due to a blocked Sydney water sewer line. (boo)

The building insurance has covered the clean up and the removal of damaged items (carpet, skirting boards, potentially furniture) but have advised that for carpet replacement etc, we will need to arrange with contents insurers. As you've seen in the title, unfortunately we had not arranged contents insurance yet...

I guess my question is if we have any recourse to make claims against whoever is at fault for the blocked line for the damages? Not looking to take the piss or anything, just replacing the carpets and skirting boards. All up I think we've been pretty lucky for damaged contents (that we know of), but would like to know any potential avenues to help with costs.
