System interrupts high CPU and disappears after opening task manager

Open | Windows

System interrupts is using around 50-60% of my CPU, which is a lot for a 5800x. I only noticed this because I have some RivaTuner statistics in the tray. When I go to open task manager to see what's draining my CPU at "idle" it immediately stops using almost any resources. It went so fast that I was only able to identify it through a screen recording. Of course, it starts acting up again after a random interval. I've tried restarting, updating device drivers (already up to date), disabling sound, and updating windows 11. I updated the BIOS of my motherboard, MSI B550 Carbon WiFi, a little under a year ago to gain support for my 5000 series CPU with a 9/24/21 build, so pretty recent. Looking at other online suggestions I don't want to disable wake on magic packet because I somewhat regularly use wake on LAN but I will if there's no other option.

I do think it's super weird that it disappears when I open task manager, made me think it was some kind of malware at first. Any ideas why it does that? Malwarebytes didn't find anything.
