October 8 11AM: Gov. Isaac Stevens Camp No. 1, Department of the Columbia, will dedicate a headstone on the grave of Navy Civil War Veteran Ordinary Seaman David Franklin at Oakwood Hill Cemetery in Tacoma, Washington. An African American, he served aboard the U.S.S. Dawn from 1863-1865.
