Got arrested on the roof safe spot at the parking garage - HOW?

I just got arrested while waiting for the chase to end on the roof near the parking garage. I have never had this happen to me in over 200h of Heat, and I have no idea how it could even be possible.

The two only potentially possible explanations (in my mind) for it could be 1. you can be arrested by a chopper or 2. it is a rare bug. As for the chopper theory, I had countless times with just a chopper in the air above me while not moving, but never before got arrested by it, so that would be my first time, if even possible.

Has anyone else had any experiences with that, getting arrested in a safe spot?
