Is ghost writing bugged?

We played 8 sessions tonight. In 5 of them, one of the evidences was ghost writing.
Every single time, it was the last remaining piece of evidence but it never triggered.
We had a 30+ minutes long game, where the last 25 minutes were just waiting for the ghost writing.

This seems a bit weird, to be honest. Is it working as intended for you all?
