Can I move my camera in video editor?

First time posting. I have an existing video saved in blender that I would like to change in resolution. I am going from X resolution 1920 Y resolution 1080 to X resolution 1080 Y resolution 1920. Basically trying to change the orientation so the video can be used for a youtube short. My only problem is that I need to shift the camera left a little bit and cannot find a way to do this in video editor. Changing the resolution caused my camera to focus on something I dont want focused. I only use the video editing part of blender so the other parts of blender are new to me. Can I adjust the camera in the video editor or can someone maybe link a video thats shows which option I should open the video in (general, 2D animation etc.) to adjust the camera?
