these are limited wheels that players who registered for fan rewards and watched the RLCS on Twitch starting from June 2, 2017 to January 28, 2018 could receive these wheels as a random drop during the live broadcast.

Are they tradeable? Yes, they can be traded with the default version being 150c on pc and the TW version being the most expensive one: 21k credits.
My opinion on them: I'm not the biggest fan of them and personally find Apex wheels a little bit overrated but with the right design they can look awesome! also if you ever used one make sure to turn on bloom in the video settings, you'll see the difference.
