SS: this seems to specific to people like Gates and the Clintons to just be a random throwaway. It's also a high impact moment in the show in that everybody who watched Always Sunny remembers this scene. It was one of the iconic moments in the show for sure.

It could be about any full on rapist or could just be a joke about Charlie lying and getting caught out straight away.

The 'philanthropist' part is pretty important. Gates and the Clintons present themselves as philanthropists in public, and raping africans, disabled people, and kids are all things they've been accused of.
