Is Battle Hardened Bugged?

It seems to work for everything but flashes. I havent officially tested it but if it is working, it has to be only a half second or something decrease in flash time. Has anyone else had issues with this perk?

You will still be full flashed but the duration is much shorter. Who ever decided this should be full flashed for the rest of his life
