I mean, it pretty much has to be? I don't know where it came from, it just appears when I view the comments.
I got the v17.43.36 from apkmirror and just patched it normally
Edit: It only appears on some videos for some reason, here's the video where I first noticed it.

You're right, Apparently it is part of youtube, mod says so, and it also shows for me on that video. I've just never seen it, and i hope to never see it on the videos i watch

I think it might be something that the uploader can turn on?
