Paper Money Transfer Fee

I'm looking up how to transfer cash money, and the sources I'm seeing that the fee for a single transfer is a whopping $3.50, more than CashApp even after their slight price hike... Is this true? And will this apply to paper transactions even at somewhere like Walgreen's?
