Possible Changes to Imperial Doctrine after Andor Finale

Spoilers

So one thing I noticed when watching the Andor finale was how much restraint the Empire showed during the riot. At first, it was mostly crowd control and arresting the people that got past the shields. They didn't start blasting until after the kid threw the pipe bomb.

I think it's possible that one thing the Empire changes after Ferrix is to have occupying forces start using deadly force preemptively during riots. It would fit into rule by fear doctrine and in their eyes save the potential future embarrassment.

Which would all fit into Luthen's line:

We need the Empire to help. We need them angry. We need them coming down hard. Oppression breeds rebellion.
