What's with the audio in this game?

It sounds like a robot it's a weird noise like fractured audio it's at the beginning of the game and it's still happening in the cutscene on the train or whatever it is the "inmates" are in. Sometimes the characters sound normal sometimes they sound like a distorted robot that sounds really far away or the voices are normal but very faint.
