Top bar

What is the top bar (where you normally see gold, science, culture, happiness, etc. per turn) supposed to look like in Vox Populi? It provides no useful information in my case, and I don't know where else I should be able to see this information (which is obviously pretty crucial). I imagine this is a bug, but I don't know how to fix it.

Thanks!
