What is the goal of the videos of the Covid facilities in Episode #137?

I found the videos of the facilities quite disturbing like many people as shown in the YouTube comments for the last show. But it still lacks context as to why those videos were made in the first place. Is it opposition footage ? It would be too good quality for that and I don't think they could easily pull this off. Is it CPP footage ? Then what is it boasting if they are claiming the ease of Covid restrictions? Is it local government / business footage, explaining how the facilities will boost the local economy? I think this needs more explanation.
