Is this Normal?

Received a package today for an order of two items. I noticed the box was awfully small. Opened it and they only gave me one item of the two I ordered. No sign of another package coming on Target website. Customer support rep tells me it'll have to become a case that takes 5-7 business days for someone to tell me what my options are.

Is this normal policy at Target?
