Vets of the PS1 version know that in order to unlock Dowd with hero other than Jamil requires him to be unlocked in Jamil’s game.
The remaster removed this requirement.
Im playing as Albert on a fresh game and her doing Wuhan’s secret quest, he appeared at the slavers house a few ERs later.
EDIT - and he’s been given the new Thug class.

I started with Jamil right before I found this change out. Does anyone know if NOT dismissing Dowd while playing as Jamil locks him out of future characters, i.e. doing the exact opposite of the unlock requirements results with the opposite result?

Thanks for heads up. I would recruit Jamil on PS2 so I was thinking about using Dowd this time.
Dowd is pretty good I’ve used him before. He’s like Claudia light with +6 bp regen and 20% starting bp. Very few non mains gets +6 or higher regen.
I think Dowd in the Remaster specifically will not join your party if Jamil is in it.
This is true in the PS2 version as well.
If your main character is Jamil: He'll be in your party until you either choose to ditch him after the intro or you dismiss/LP kill him after that. From there on he's not re-recruitable.
If your main character is NOT Jamil: You cannot recruit Dowd if Jamil is in your party with one exception: complete Wuhan's Secret, but do NOT talk to Jamil. Recruit Dowd, then go back and talk to Jamil to recruit him. This will allow you to have both in your party at the same time in a non-Jamil playthrough.
(If you dismiss/LP-kill Dowd or Jamil when they're both in your party, then you won't be able to get both of them back--it'll go back to being either one or the other)
