Is it normal that my backspin only consistently works with a slightly elevated cue ?

I am unable to pull off a backspin when the cue has the lowest angle parallel to ground it mostly just ends up in a stop shot or not consistent. But if I aim slightly elevated with an angle I get my back spin.
