Viper's viability in competitive?

Can anyone fill me in on why Viper isn't picked much competitively? He has natural magic resistance and isn't very item dependent considering Nethertoxin does so much damage early on.

I've been playing him a lot more recently and was just wondering why he never gets picked. :(
