Are all FREE opensource GIS products built the same for WebApp use?

Open Source

Is there a side-by-side comparison chart of the features or layers available for them?

I've been looking at Leaflet, QGIS, and MapLibre.

In particular, the webapp map integration should be able to pull data by free-hand drawing an area, then have the ability to toggle on/off the data it pulls by category as an example. I don't think Openlayers has this capability.

I don't think I follow your question. Are you asking if any of the open source web maps have a Select by Drawing Tool out of the box? All of the stuff you're looking at are really just web frameworks and you have to add the functionality yourself using javascript, possibly fetch calls to an API, and so on. Web map stuff is mostly just a display layer.

You got it. OP has no idea. Only mentions 3 web frameworks, but references a 4th... Literally, the question is - "Can I use open-source code to create a web map?" and the answer is yes. Furthermore, displaying data by extent/view and turning data on/off are basic functions of any web map and 'selecting' is irrelevant.

If you tried the examples from any of those four frameworks, you would load multiple layers at some point. Example - https://leafletjs.com/examples/layers-control/

I hate that I'm saying this but, happy cake day!

But yeah, you can totally display all sorts of stuff, trivially, in a web map. The interactivity beyond basic pan/(maybe) tilt/zoom, turning on and off layers and so on, takes a bunch of work but your average web developer with the ability to read API docs should be able to cludge something together.

Do you have a map framework preference that has this flexibility?

Almost any of them will do what you want, but you have to build it yourself, or pay someone to do it for you.

100% I have no idea.

A quick look through https://leafletjs.com/plugins sends me to https://github.com/zakjan/leaflet-lasso , so lasso selection is not a big deal on the Leaflet side of things. Openlayers has https://openlayers.org/en/latest/examples/draw-freehand.html .

Pulling a polygon whenever a lasso is finished is no big deal. The actual problem is how to communicate that polygon to the backend - API endpoints which can receive bounding boxes are common, but ones that can receive polygons are not so much (in my experience).

QWC2 and QGIS via QGIS SERVER work really well together. What you see is what you get, and you can't beat free & open source. QGIS2WEB gets you most of the way there, but straight up QWC2 gives you more options. Check out qwc2-demo-app on GitHub. Surprised that more people don't use QWC2.

QWC2

Looks interesting. You prefer this over Leaflet?
