A humble hammer dorf

I'm pretty new to 3d printing, and i've been having trouble preheating both the extruder and bed of my 3D printer. I'm using Octoprint to control the printer, if that influences the issue. 

In the video I set the target temperature of the 3D printer's extruder to 200C, and it turns off, of which I've only noticed occurs when the 3D printer returns "TargetExtr0:0", and I haven't been able to find the exact reason as to why this keeps occuring. When I type in an m109 command to heat the extruder, which I understand prevents any other commands from running (m190 for the bed), this is the only time the printer extruder is able to fully preheat to the target temperature that I initially set (som
