To preface this, I am aware he so far has had only 10 minutes of screen time, so I don't intend this as any kind of final judgment. There are still many ways he can be developed down the road.
From this episode, however, he appeared completely underwhelming. His introduction was essentially him trying (and for the most part failing) to torment two operators over the phone, while making bland sarcastic comments characteristic of a 2012 deviant art Sonic OC. While I do appreciate needle horror finally being covered, his shtick seems to only be "I like fear, I feed off fear, yummy fear" which was delivered so blatantly to us, it has to be purposeful misdirection.
