Expanding a bit on the title:

With Vladimir on the rise thanks to Shurelya's Reverie, and roaming champions being very successful throughout the season thus far (namely Twisted Fate and Tallyah), what do you guys think of rushing Banner of Command to get 1st tower and establish map priority in order to make up for Swain's poor wave clear pre 9?

I gave it a try in a couple of ranked games (Plat V) against Vladimir and Anivia and it seems to speed up the game considerably. Both games ended before the 25 minutes mark, the added room in mid lane allowed for easy ganks and i was still able to contribute significantly to the team with Rylai's + Ult.
