My kingdra has 224 special attack and 245 speed but when it levels up to 59 they drop to 104 and 120. Have I done something wrong?

I'm looking to upgrade my PC but am overwhelmed by the amount of information available online. I currently have a Intel i7-6700 CPU, 16GB of RAM, an NVIDIA GTX970 GPU.

I figure any GPU upgrade will be good at this point so I'm looking at a RTX3060, but will I need any ram or CPU upgrade as well?

Located in Aus, hoping to keep it all under $1k if possible.

I cut the first half of the first chicane at Mexico in a Pcup race earlier and my slowdown just disappeared even though I was full throttle? Anyone else had this?

Next week the GT3 Sprint series is at Fuji but the Endurance series is at Spa. Is this an error, or do the series' not always line up?

Hoooly this is a tricky combo. I'm only new to Pcup this season, but have had some decent success so far. I've spent an hour on this combo and still can't find speed comfortably. I think I've spun more times today than the last 2 months combined.

Any tips?

Whenever I load into a race session, it legit takes like 6-7 minutes to load up. I missed out on a 2nd quali lap because it took so long. Does anyone else have this same issue?

Signed up for the Gt3 race at the top of this hour and it never launched. Same thing as yesterday. Anyone else having issues?
