I am extremely new to nfa items. I am a first responder and dead air offers a discount.

From what I understand, I fill out the guardian program paper work, send them a copy with a copy of the FFL and SOT paperwork. Then at some point dead air will send the can to my ffl. Once my ffl has the can, I do the form 4?

If I do the paper work before Jan 1st to have dead air send the can to my ffl do I still need to pay the tax stamp, or can I wait to file the form 4.
