So I was watching IW vs BB and I saw BZM with DK and it has this flaming or burning effect like Batrider's Ult on the skin, what skin is it and did he add a gem or something to it?

I’m planning on upgrading my PC. I’m currently running one of those all-in-one PCs you used to see in computer shops back in the day. Right now, I have a B550M motherboard, a Ryzen 5 5500, and a GTX 1050 Ti. I’m checking if the Ryzen 5 5500 and the RX 9060 XT would be a good match without too much bottlenecking, or if I need to upgrade my motherboard and CPU as well. Can anyone recommend what CPU and motherboard I should get?
