Are the permanent progression systems mandatory?

New to the game, just unlocked the third floor, for context.

Are the permanent progression systems in the city mandatory, or do they make the game easy?

Some roguelites that I’ve played in the past have become too easy with permanent progression systems. Are the stat scaling buildings there etc like a semi-required building where you’ll hit a wall, or are the going to make the game easy to the point where choices don’t matter?

Just curious.
