Does “inside first” mean down and closest to the debris tank (ie the last filter that air passes through)?

Phrased differently is it dark foam UP and closest to motor and white fabric down closest to debris compartment?

In the folds and curves of my ears there’s often light flakes. I can’t tell if it’s dried shampoo or conditioner which wasn’t fully rinsed or dead skin or possibly something else.
