Sometimes, my minion just pick fights with agents, and it's so tiring. By the time they've barely got past the line where they aren't supposed to be, 17 minions are already ready to fight them. They aren't in a kill or capture zone, a fight just breaks out. How do I stop this?

Imagine, for a moment, that you have 99 pop growth out of 100. Where is that 99% of the pop? It just doesn't exist until the last 1 % does? It doesn't work any jobs, take any amenities? Nothing?
