I just did my biometrics this morning (initially applied 9/22, regular processing), and as I was walking to my car I received an email from USCIS with an update saying they are currently reviewing the case. Is this normal? Did everyone get the same update right after the biometrics?

Graduating in December. I applied for post OPT with no premium processing on 9/22, and just got scheduled for biometrics for 9/28.
I wasn't expecting for things to be delayed this much. Should I change to premium processing in order to get the EAD card before the job starts? (start date: mid January)
My flight back in August was cancelled and rebooked. I submitted claim and they approved it. On early September, I even got an email from Air France with the payment confirmation and that the payment was processed. However, it never hit my bank (Bank of America) and now it's been over 3 weeks, so I contacted CS multiple times but they said they don't have access to tracking bank payment and haven't heard back from the finance department yet.
How long does it usually take for the compensation to be actually wired to the bank? Does anyone know how to approach in this situation?
