How do planes know which one needs to go up or down before a mid air collision?

In the news recently there have been more stories about near mid air collisions and sometimes the pilot/pilots only have seconds to act. So I'm assuming the plane alerts the pilot, airplane ahead! PULL UP! But if the other pilot gets the same alert I imagine they're both still on the same collision course. So how do they figure out who goes up or down or takes no action at all?
